This is not a common occurrence under typical (that is, most)
conditions. The most common being lack of horses for a scheduled
horseback ride - and even then, the wranglers are much more likely to
cut the ride in half and get a second group out, versus turning people
away. The second is weather induced - if a program like spar-pole
climbing gets cancelled for thunderstorms, then a lot of Crews may get
pushed to the next day. Most will hike on the following morning, but
some will stay for the program, which then "robs Peter to pay Paul" re
the program for arriving Crews. And if it rains again, it further
compounds. That's the luck of the draw.

I have seen staffers literally work til dusk to get Crews through their
programs. In a perfect world, every Scout would make every program.
But reality can interfere. Regardless, no Scout's Philmont experience
will become a disappointment for the sake of an unavoidably missed
program. And in my personal observations, most programs that were
missed were because the Crew showed up way late, not because they were
turned away at Logistics or at the camp (e.g., like the Crew that pulled
into Clark's Fork this past summer at 11 pm and wanted to know where the
Chuckwagon Dinner was located??) For the vast majority of Crews, if you
get there early, every day, you'll get ALL your programs.
