[philmont] Local Tour Permits

Good Day, all--while my question is not on Philmont topic, I can't find
a directly relevant discussion list to post this on. If someone here
can point me in the right direction, I'll be happy to take this question
elsewhere. I will also post this to Canoe and Treks discussion lists.

Now to my question: my local Council just published the following
policy concerning local tour permits. In my humble opinion, it violates
Guide to Safe Scouting intent if not letter. Is this a policy other
councils are now publishing as well, or have we stepped out of line?

"COUNCIL LOCAL TOUR PERMIT POLICY:
 
After a lengthy discussion, the following suggested policy was agreed
upon:
 A local Tour Permit is required to be turned into the Okaw Valley
Council for unit outings if any of the following is true about your
outing:
     1. The outing is out of council.
     2. The outing is long term (longer thatn 7 days).
     3. The outing includes any of the following activities: swimming,
boating, climbing/rappelling, caving, or overnight backpacking.
  The Troop, Crew, Pack (unit) Committee Chairman or his (her) designee
should fill out the back of the Local Tour Permit Application with the
information on all potential drivers for the unit for the Charter year
and keep it with the unit records." (recently published in the Okaw
Valley Echo, our council newsletter).

According to the Guide to Safe Scouting,
"Tour Permits
If a unit plans a trip within 500 miles of the home base, it is
important that the unit obtain a local tour permit. A national tour
permit is required for trips in excess of 500 miles from home or outside
the continental United States. (See samples of both in the appendix
<http://www.scouting.org/pubs/gss/gssax.html> .)
Tour permits have become recognized by national parks, military
institutions, and other organizations as proof that a unit activity has
been well planned and organized and is under capable and qualified
leadership. These organizations may require the tour permit for entry.
Most short, in-town den trips of a few hours do not require a tour
permit; however, it is recommended that dens obtain permission slips
from parents."

Guide to Safe Scouting doesn't specify local tour permits needed for
only out of council, long term, or outings incluidng swimming, boating,
climbing/rappelling, caving, or overnight backpacking. Are any of your
councils interpreting Guide to Safe Scouting as our council is?
