boating, climbing/rappelling, caving, or overnight backpacking.

Our council (Golden Empire, California) requires tour permits for any
activity that is out of council. There are other clauses that seem a bit
silly but this is the one that gets me.

What it means to me is that we have to file a tour permit if we take a trip
75 miles west but can go over 200 miles North without a problem. 75 miles
East and we are in Nevada.

The other "fun" clause for us is that we have to file a permit if we go out
of state. We have one event where we camp on the California Side of Lake
Tahoe and work on the Tahoe Rim Trail (in California) but the easiest path
(traffic) to get there is to go into the area from the Reno, NV side. So we
are only leaving the state for an hour or so then coming back. I think a
tour permit is filed but since we do not travel as a group I am not sure
just what it says.

I guess this is the cost of having at least 4 national forests partially or
entirely in your council boundaries and an ocean just a couple of hours
away.

We have some people on the committee that are very well versed in the rules
and file permits for just about everything. In our council it seems to be a
rubber stamp process so it has never been an issue.
