Only one tour permit is the way to go. All crews should have there own copy of it to present to registration when checking in.

I agree with Dr. Bob's observation that one purpose of the tour permit is a review for the tour leader of the requirements that apply to his or her particular outing. So many times I have heard questions posed at Roundtable or at Scoutmaster specific training as to requirements for various types of outings. The general answer to such questions is that the tour permit covers it and the process of filling out the tour permit will walk you through the applicable requirements.
