Steve posits that it is better for the advisors to have their physical exams later rather than sooner so that training can help them pass the physical exam.
While Philmont would prefer fresh rather than stale medical information, that is the purpose of making sure the exam is within one year. When you think about it, the only entries on the form that would change with training would be the height/weight ratio and the blood pressure. The height/weight ratio can be figured out without the aid of the physician, using a bathroom scale. The bloodpressure is better brought under control if you have early warning that it's out of whack, rather than finding out the month before the trek.
The parts of the form that deal with having emotional problems under control (stay on your meds!), blood sugar under control, and epilepsy under control are also better dealt with sooner rather than later. There is no reason not to have your physician check you out in November, form in hand, point you in the right direction healthwise, then re-check and certify you at a later date. But these items have more to do with general physical health than what we usually talk about as training.
It is more likely that the medical forms are sent out on a date that has worked well for them in the past, based upon factors that have received weight in past reckonings. As with all things at the Ranch, better ways of doing things are always given consideration, once they are brought to the attention of those in charge.
