[Philmont] medical forms

This is just a guess, but based on experience at the National Jamboree, it is possible that Philmont requires the full original tri-fold forms in order to scan them into a electronic file. Loose pages printed from Adobe files might not work as well for their system.
 
Additionally, the form has very little white space in the margins, and some home printers won't produce quite the same results.
 
Finally, once a form is published electronically, someone somewhere will save the old file and never delete it, even if it is subsequently revised.
 
Therefore, the form is not on line for quality, uniformity and timeliness reasons. So folks, just be patient, hard copies will arrive.

I do not know about the experience at the National Jamboree, but I do know that Sea Base changed from a trifold form when I went in 2002 to a six page .pdf when the troop returned in 2005. It was pages in the middle of the (on-line) Leaders Guide then, and is now posted as a separate document on theirwebsite.

So it must be working for them. Sea Base also went to an on-line reservation system before Philmont finally did. There are solutions to miinor technical issues like printer margins and procedural issues like old forms. And that one must be in place already - since the trifold forms don't disingrate at the end of the year, someone could use an old one now.

So while I agree you need to wait for the 2008 forms to arrive this year, my guess is that eliminating printing and mailing costs will ulitmately trump tradition at Philmont, like it did at Sea Base. And not just for the medical form, but the Unit Planning Guide, TREKS, and the Guidebook to Adventure as well.
