To add to what has already been said on this topic, it is my understanding that a person over the age of 18 but not yet 21 may register with a Boy Scout troop as an Assistant Scoutmaster and in no other capacity. This registration would require the concurrence of the Scoutmaster, Troop Committee and Chartered Organization head. Once so registered, that person could attend Philmont as either a youth or an adult, as needed for the crew organizaton.

Alternatively or additionally, a person over the age of 18 but not yet 21 could register with a Venturing crew as a youth member. Similarly, that person could attend Philmont as either a youth or an adult, as needed for the crew organization.
