This is very interesting because this very topic came up earlier this
year in a discussion of cheating (on bowline). In the case presented, a
Troop and Crew that *were* in fact the same Unit were signing up for
consecutive years. It appears that Philmont has perhaps recognized this
"problem" and acted to eliminate it. Your case (identical Unit
number/different chartered partners) is certainly unusual - in fact, I
don't recall ever hearing of a similar relationship - and I doubt if
Philmont would have considered it as a scenario with which to be
concerned.
As you said, getting a waiting list slot at 11:40 CDT makes this
basically a moot point. However, you did the right thing in getting
documentation. Had you gotten in at 10:05 CDT, Mark Anderson probably
would have reviewed your case personally, discussed it with you (and
your Council), and made the right decision (i.e., in your favor).
I assume you will be talking with Mark anyway. If he suggests that this
will be a perpetual problem, you may need to get a different Unit
number, like 280 or 2828, in order to preclude future such issues.
No-one wants to lose a Unit number (and I'm guessing 28 is an old and
venerable one, too), but it may be the only reasonable solution,
especially if Troop 28 and Crew 28 are both Philmont-active Units.
