This is disturbing if it is new Philmont policy, because there are many
Venturing Crews who have the same chartering organization as a troop &
therefore the same number. They ARE different units & should be recognized
as such. In the scenarios where cheating is going on, that falls as
unscoutlike behavior upon those who are deliberately cheating. The rest of
the Crews and/or Troops should not be penalized becaused they share the same
# and same CO.
