I think.. That we've wasted plenty of time on a subject that, by now, has
come to the attention of Philmont. And by the time I need a reservation for
Crew 4 in 2004, I'm certain that it will be handled..
Let's get on to the business at hand of congratulating those that were able
to make a reservation for 2003, and to equip the 2002 participants with the
knowledge and skills to make next summer's trek successful and rewarding.

Seems like you could restrict Participants from going in consecutive years.
Some hardship on Adults trying to help other crews, but seems like it might
settle problem of whether it is a crew, troop or whatever. They also list
all crews on forms at Philmont so a database would not be out of question.
