Do you have different membership and adult leaders in each unit? This
rule is to keep the same participants from going each year under the
guise of a Troop in 2001, a Crew in 2002, a Ship in 2003 (or whatever).
Our Troop and Crew would have pretty much the same kids and adults, so
we _shouldn't_ be allowed to make reservations in consecutive years,
even if we had different chartering orgs.
 
If your memberships are different in your troop and crew, then there
should be some kind of appeals process and you should be okay. If it's
the same kids, different chartering orgs shouldn't make any difference
in the reservation policies.
 
Trustworthy or not, there are Troops and Crews out there that have gone
consecutive years and sent the same people over and over. That's why
the rule is there.
