Dr. Bob is correct on the local 800 blockage. I work in the telecom
industry.
 
You problem was with your long distance subscriber "Excel". Whenever you
make a long distance call, toll free or not, your calls have to go through
your local bell company to the Excel carrier. Then Excel looks up the
dialed number in a database to see who to continue the call on through. If
the 800 number is owned and serviced by AT&T then Excel must connect up the
circuit between you and AT&T.
 
I know everyone lately is discussing how difficult it was to get on a trek
for 2003.
 
I guess we were extremely lucky last year when it only took us 2 tries to
get 2 crews scheduled for 2002. Must have been better phone lines.

On the funny telephone glitches, you are experiencing the flaws of the
800 system. Most calls to 800 numbers get killed at YOUR local access
point, not at the Philmont Registration Bureau's point. First you have
to make it through YOUR point, then to the local 800 switching system
that serves the 962-4000 exchange, then you have to be lucky that an
operator logs back on just as you hit
