[Philmont]: Philmont "contract"

I am trying to develop a plan and contract that may allow us to be more
successful at getting the scouts and adults more prepared for our next trek.
In preparation for the November call-in, we are going to try to get them to
“buy” into the idea that everyone is “required” to commit some agreed upon
training and participation, with drastic non-conforming penalties. I
thought I had seen some discussion on one of the Philmont lists, but have
been unable to find those emails, as my computer bombed a few weeks ago, and
I lost ALL my Philmont related email from the entire summer (bummer). If
anyone remembers this thread, or has some good ideas, please pass them
along.
