In our council, we send a contingent of three crews each summer. The adult
leaders pay the same fees as the youth members. The only way to pay for the
adults fees would be to pass the expense on to the youth, and we feel that is
not the proper thing to do. We do offer partial "scholarships" for the youth
members who need the assistance.
