The questions raised was specifically for council contingents not unit crews.
I have never been involved on the council level before so I have clue on
what any of them do for fund raisers. Individual scouts may get odd jobs
to raise money, or the troop may allow them to use their unit accounts for
council trips, but that still in not lowering the fees charged by the council.
Even in our unit, any fund raisers go first to the scout accounts, even
where the adults are participating. That is simply due to the fact that
the adults are financially able to pay, where a number of our scouts are
having a hard time.
