Walter,
I agree with your value, but my reading of this is that Philmont has an
Easterly declination, meaning that magnetic north is actually east of
true north. Thus, using the old LARS (left add, right subtract) rule
you are correct in subtracting the declination value. The other rhyme
to use is "Declination East - magnetic least".
At least that's the way I remember it. It's been many years since Uncle
Sam's training course and I will not be offended if my recollection is off.
