"No hazing in Scouts." Where is the line between compacting trash and
hazing? I was at one camp where the trash was collected in black plastic
bags, and compaction was a non-issue. Other camps compaction was a big
issue, although I did not actually see where the trash ended up. I wondered
at how many camps was compacted trash actually disposed of in a way that the
