We set an expected attendance standard of 60% participation by scouts and
80% by adults. This was part of the 'agreement' signed by all. We also have
everyone come to the first planning meetings with their family, school,
sport, church, etc. schedules.
Everyone has important events in their lives. How important is a matter of
degree measurable only by the individual. Measuring an adult business event
against a scout's social event is an 'apples to oranges' thing.
Also, if you remove those two scouts and replace them with two new scouts,
the new scouts will have missed everything up to that point.
Good luck with this one. Only you and your crew knows the commitment of it's
members.
