Our crew (we went for a short trek last August) had no required
practice hikes. We are a backpacking troop, and each individual crew
member attends 50% or more of the troop campouts.
The best solution that I've heard is, if you have 8 practice trips
scheduled, require attendance at 5 (or some other number) of them.
I'd say you have the following problems, in priority order:
1. You've got an inflexible crew leader who's too worked up about a
missed practice hike, for a trek that's at least seven months in
the future.
2. You've got an adult who's missed a practice hike. In my experience
the scouts are always faster hikers, and in better shape, than the
adults.
3. You've got two scouts who missed a practice hike.
