I suffered the similar issues in preparing for our trek. For each prep.
hike someone was having something really "important" to attend to. We
ended up relaxing our requirement to the point where some of the boys
hadn't completed the requirements for the backpacking merit badge. One
scout in my opinion, wasn't ready to go.
My advice is give yourself some wiggle room. That said, you do want to
have "expectations" for all the trekkers (not just boys) to have completed
before going. Among these should be at least one successful lengthy (at
least five days & 25 miles) trek. By "successful" I mean that each
individual is capable of completing the hike carrying their share of group
gear, & can keep up w/the group's pace.
If your too strict, nobody will get to go to Philmont. If your too
lenient, some fat kid (sorry, not pc? call him "unprepared") could hurt
himself & could ruin the experience for his crew.
