Our troop has several annual fundraising opportunities and they are open to
the entire troop. We have always held the option open to high adventure
crews that they could develop and run a fund raiser (following all BSA
rules) and keep that limited to the crew if they chose. Our 2003 Sea Base
Committee is the first to take advantage of that option. There were no
complaints from the rest of the troop.

My advise for your situation is - if it is not too late, get the committee
to support the plan to limit the grocery bagging, this time, to the
Philmont crew.
