This past summer, while traveling to and from Philmont, I observed both.
Out crew was in full Class A's and I bet we had at least 10 different people
come up and start talking to us. Many were old scouters and several had
Philmont stories to tell. What are the chances of those same people walking
up to a group of strange 15 to 18 year olds and striking up conversations?
Having said that, I am sure the scouts themselves did not observe that and
would have much preferred to have traveled in other attire. I will be a
struggle to convince the boys and I actually observed some older boys (in
other units) will real attitudes on the way home. I guess they felt they
did not have to follow the rules "after Philmont". We did not offer a
choice because we felt it was a national policy to travel in full uniform.
Other troops obviously interpreted that policy differently.
I will say that the courtesy extended to us by people in the travel industry
made the wearing of the uniform worthwhile.
