Well, I don't think that there can be any doubt that it is a scouting activity. It is organized under the auspecies of BSA at the very least.
The operative word at issue may be the word "troop".
Some crews are not from troops but are compiled from various units.
Your council advancement person should be able to address this more formally if it relates to an advancement issue (although your District advancement vice chair would. Be the initial appeal after the troop)
If this were a group from my troop unit, I would consider it to be a troop activity.

I recently had a discussion with my former Troop and was told by the leadership that a Philmont treck is NOT considered a Troop Scouting activity.
I did consider Philmont the ultimate Scouting adventure when I went 2 years ago. What does everyone else think?
