[philmont] Does anyone else consider Philmont to be a Scouting activ

Their point may have been, in general very likely not all of the Troop can
experience the Philmont adventure, only those 14 or older and so forth. So
since the total Troop can not do Philmont, they do not consider it a total
Troop Scouting experience.
