[philmont] 2008 registration procedure is now available

Don't know if anyone has caught this, but Philmont has changed their rules to at least partially take into account an annual subject on this list. See item #2 from the link below.

"Reservations will not be assigned in the order that registration requests are made. Reservations will be picked randomly by computer at the close of the registration request period beginning November 27. Special Note: Boy Scout Troops, Varsity Teams and Venture Crews who have officially been on the waiting list for the past four years (2007, 2006, 2005, 2004) will be given priority treatment. These units will enter the reservation system before all other reservation requests
are randomly considered. Units who should have been eligible for this offer but found alternate ways to allow their youth members to participate (i.e. participated in a Council Contingent or joined another unit and participated as part of their reservation) should voluntarily withdraw from the 2008 reservation system and honor the minimum participation requirement of every other year."

  For anyone who has not yet noticed, the registration procedure
  and worksheet for 2008 treks can now be downloaded from
  http://www.scouting.org/philmont/camping/treks/index.html
  The link to click are the words "adobe acrobat", which is rather
  counter-cultural for the web as that is usually a link to download
  acrobat reader so you can read the documents.

  I note the philmont staff association website has a whole new
  look also.

  And, hey, for the first time, Western region gets to put in their
  trek apps first! I see they've been shuffling the order each year.
