My two cents Philfolk is:
1. Yes, I agree with the leadership mis-understanding point.
2. Since the WHOLE troop is not attending, except in those RARE
circumstances,
I agree with Olan's response (below).
3. Since the pre-requisites for attending Philmont encourages older
Scouts,
then a troo/patrol activity may be ruled out. The exception might be
an older Scout
who just joined an Troop or has a specific exclusion.
4. To stir the pot more; A Philmont or other National/REgional High
Adventure program or National Jamboree should be considered as part of
the camping or hiking requirements for Camping, Hiking, and/or
Backpacking Merit badges. Also, these experiences should count as the
time req's for election into the Order of the Arrow since those youth
members are ages younger than 21. I can not recall any requirement for
these activities as an Order of the Arrow members EXCEPT the Trail crew
program.
However, there are differing opinions with regard to potential adult
leader nominations versus the "true" Summer Camp experience. But again,
the aforementioned programs strongly imply a Summer Camp experience as a
prereq'. Each Lodge Chief & Advisor interprets this in differing ways.
