This is not correct. As discussed recently on Scouts-L, the BSA
has now come out with a better definition and is adding it to the
newest Advancement Committee Policies & Procedures.

This is also not correct. I have yet to hear of a single appeal
on a troop trying to impose its own standards of "active" on a
scout that did not get decided in favor of the scout. Anyway,
one of the things national has now clarified is that a unit
may not use any sort of quantitative measure for "active", i.e.
a certain percentage of outings or meetings, which also may
not be used for "scout spirit".
