[philmont] Does anyone else consider Philmont to be a Scouting activity ?

Some final comments and I'll let it drop. First, obviously I have not
seen or even heard about said new definition of "active" - but I will
certainly be interested to hear what they have come up with - though I
seriously doubt if I'll be impressed. Second, every experienced
Scoutmaster knows that, short of criminal misconduct, he will lose any
and every appeal made by a Scout over any decision he makes involving a
subjective criteria. This is nothing new, certainly not to anyone (like
me) who lives in the Land of Lawyers. And third, disallowing Troops to
establish measurable standards to gauge subjective criteria means that
those criteria are unenforceable and completely meaningless, and leaves
the Troop leadership with two options for a Scout who isn't
participating and won't participate: "Paper Eagle" or Quick
Termination. Somehow, I doubt if that's what they had in mind. Me, I'd
rather keep a Scout in the program and on the "real" trail to a genuine
Eagle.
