[philmont] Proper display of the Texas flag

As a native Floridian who has been in temporary exile in Texas for
over 30 years (marrying a member of the Daughters of the Republic of
Texas will do that), I have to remind the natives that the eastern
and northeastern boundaries were of Texas were set by Adams-Onis treaty.
