[philmont] Boundaries of Texas and other important stuff

Thank you John. It's funny, but I always thought that corner of Texas was
actually where
the three states meet. I went to google maps and looked at the satellite
photos of
the spot. Indeed, it sure looks like New Mexico paved over a chunk of
Texas.

Now, what I dont' understand is why Texas allows that? And does NM require
Texas to pay for the maintenance of those few square feet of pavement
actually
IN Texas?
