[Philmont] Boundaries of Texas and other important stuff

A few years back there was an article in the local paper that there
was movement in New Mexico to examine whether its eastern boundary
was actually too far west. The reason was sub-surface minerals.
Haven't heard anything about it recently, probably because New Mexico
realized it would get places such as Texline if it prevailed.
