Mark - try to work through the USSCOUTS portal to unsubscribe. This is
no longer listed on the Philmont emails, but the site itself is still
there and offers an unsubscribe function (same one it always did), and
so I think I'd try that next:

http://usscouts.org/lists/

This has worked for SOME folks in your shoes, not all.

One other person re-subscribed, and then unsubscribed, using the
standard protocol listed in the footer, and it worked for him.

You can also (allegedly) contact the SysAdmin at:
philmont_owner@troop47.com

Good luck.
