[philmont] Sending scouts home -- was Philmont agreement

I kind of like the idea that the Code of Conduct isn't so much a
"contract" but an "understanding" or a "mutual agreement". And I know
that the line between the two is very fine, if it exists at all. But
having everything down in black and white can eliminate problems where
"I didn't know that you meant . . . " or "I didn't think that . . ."
Having signatures also preempts problems where "I wasn't at that
meeting" or "didn't get the memo".
 
Sadly I guess, if the Scout Oath and Law was all it took, then you
wouldn't need the Wilderness Pledge, or the Crew Leader's Life with all
the signatures, or all the other "procedures" inacted by Philmont. You
wouldn't need all the other stuff that goes along with Scouting
(Advancement policies and procedures for example) but that is another
subject for another list.
