The rules are embodied in IRS publication 526 available at www.irs.gov. The
Boy Scouts are listed as an example of a qualified organization and the
section on travel covers your Philmont duties as an Advisor. Pay particular
attention to the wording regarding "being on-duty" in the Travel Section.
You might want to check out the Car Expenses and Uniform Expenses if you are
a uniformed leader in a troop.
One of the specific examples in the IRS publication is "You are a troop
leader for a tax-exempt youth group and you help take the group on a camping
trip. You are responsible for overseeing the setup of the camp and for
providing adult supervision for other activities during the entire trip. You
participate in the activities of the group and really enjoy your time with
them. You oversee the breaking of camp and you help transport the group
home. You can deduct your travel expenses.", supports this position.
