[Philmont] One expedition or two?

This one (does the number of crews diminish the chances of being selected in
the lottery) was interesting enough for me to ask Mark Anderson what his
take was ... his response was ...

"The only way that it would be diminished is when we get to the point that
only one crew space is available for specific days. At that point they
would be moved to the waiting list because there is not enough space to meet
their request."
