[Philmont] Paint Pails and Micro Management

One thing that is useful to do on a Philmont trek is to let everyone
be the "naviguesser".

The idea is to have everyone have a shot at doing the navigational
measurements and calculations.

If it turns out someone doesn't know how or someone isn't sure
actually making the measurement gives them the chance to learn or
deepen their understanding.

How this works out in detail is best left up to each crew but one way
is to rotate the chief navigator job daily and during each day let the
chief navigator instruct
an assistant navigator on what needs to be done. Rotate the assistant
navigator job during the day.

There are enough navigation decisions during a Philmont trek that by
trek's end everyone can be an accomplished navigator.
