[Philmont] Book reading and map reading

My personal take on this would be that "leadership" is the key requirement
for a Crew Leader. Heck you could have a position (rotating or not <VBG>)
of Interpreter for the few times when it was necessary.

Map (and trail sign and compass) reading is done by the Naviguessor; Cooks
read the food packages and instructions; the Logistics issues could easily
be covered by the Advisor and the Staff Person.

I don't see a problem, but maybe I'm missing something.
