[Philmont] Just A Boy Scout

Ah, yes. Those were the days! The Barry & Billy Show! Barry Switzer and Billy Tubbs. The last vestige of lawlessness in the west, and a NCAA Enforcement Official's dream come true.
Within 5 minutes of entering the Athletic Palace (I mean Dorm) you could see all 12 points of the Scout Law left in the dust, and most of the NCAA rule book violated, repeatedly.
Dale, I particularly like the lack of capitalization in referring to ou. Very appropriate.
