To clarify, for advancement, he will be fulfilling a duty assigned by the
scoutmaster in place of an approved elected position. The crew elected him
as leader, but the list of duties have been assigned by the
scoutmaster. He is not serving as a scoutmaster but has duties assigned
*by* the scoutmaster. My grammar may have been unclear.

So he is both elected (but not to a position that the advancement
guidelines allow) and fulfilling duties assigned by the scoutmaster. The
Junior Leader handbook had no list of duties for a Philmont crew leader, so
the assignment must come from either the SM, or from the crew and approved
by the SM. We are using a list from the last crew that our troop sent to
Philmont, so in effect the assignments come from me using the last list.
