I think this is what I was trying to say. I did mis-read the beginning of the statement, sorry. I certainly believe that a crew chief is entitled to be a patrol leader even thought it is not a regular patrol within the troop. The portion of time (15 months) would only qualify for the 2nd rank after he has earned the first one, correct?

He is talking about position of responsibility for rank advancement. Sometimes the scoutmaster can assign a non listed job to cover the position of responsibility of each rank. But when it comes to the eagle application do not put down crew advisor because Texas will probably bounce the eagle application back. He would be listed as Patrol Leader. Does not sound as fancy but it is an approved position.
