This is one of those glitches in the BSA Advancement statutes that drive
experienced Philmont Scouters nuts, especially if they go often and also
graduate a lot of Eagles. That being, "Philmont Crew Chief" is not
listed as a position of responsibility on the Eagle Application - which
is a travesty considering some of the positions that are; to whit:
Patrol Leader, ASPL, SPL, Troop Guide, O/A Troop Rep, Den Chief, Scribe,
Librarian, Quartermaster, JASM, Chaplain's Aide, Instructor, Historian,
and Venture Patrol Leader (from Eagle Application 58-728, which I
believe is the most current).
As Steve Fee indicated (and I agree), if you list "Philmont Crew Chief"
as a position of responsibility on an Eagle Application, it will likely
get bounced at the District, Council, or National Level. Although you
could do the paperwork shuffle to try and get it approved ahead of time,
that seems to be a needless PITA for you, and may be subject to future
hassles if the approving persons aren't around anymore when the Scout
comes up before his Eagle BoR. I would suggest you just take the easy
route and list him as a "Venture Patrol Leader", which is certainly
close enough that I doubt if anyone would argue the point - though who
knows, they argue everything else!
