According to the Insignia Guide (2002-2004):

The National Camping School emblem goes on the right
pocket of the uniform shirt. The staff emblem also goes
on the right pocket. The jacket patch is centered on the
back of the red jacket.

The Philmont Training Center emblem is worn on the right
pocket of the uniform shirt or the red jacket.

The Sea base conch shell is worn on back of the jacket
or jac-shirt.

The Philmont bull is worn on the left side of the jacket
or jac-shirt above the pocket.

The Canoe base loon is worn on the left side of the
jacket or jac-shirt above the pocket.

I've seen people wearing the bull on the left side of
the polar fleece jackets sold at Philmont. That's what I
do as I don't own a red wool jacket as they are too
heavy for wear in Texas during most of the year.
