[Philmont]: Philmont payments

We are scheduled to go to Philmont in August of 2004. We have two
crews. We had the crews full, with a waiting list. Now, we're
starting to see some drops. Do we need to pay for everyone we still
have on the list? Or can we pay deposits for 7 members of each crew
and bump it up at the last minute if we have more?
