When I called Philmont to ask about this for 2003 treks, they
told me you only had to pay for seven and make up the rest
when you arrive. However, when February rolled around, Philmont
told us to pay up for the number actually going. I would
suggest you call Philmont and ask them, since consistent
stories don't seem to be available.

By the way, our boys really liked going by train. I was surprised,
some of them were really copping an attitude about the long train
ride ahead of time. Amtrak had a 2 for 1 deal that we took advantage
of in the Jan-Feb time frame, making our train tickets an average
of a little less than $130 per person. Our trek ended up costing
about $700 per person, and we got everyone two trek shirts, along
with a good number extra for ranger gifts. Krelman.com gave us a
great deal.
