Assuming this isn't a council contingent, here is my advice.
First of all, haven't you already paid the $50 per crew member deposits?
Back in January? If you have, those funds are already committed so
there is nothing you can do to get the deposit money back unless someone
has a medical condition that keeps the individual from attending
Philmont. As far as receiving a refund of a deposit, a medical
condition is the only reason of which I'm aware that Philmont will
refund a deposit. Even then, you'll have to produce documentation that
provides details and the refund will have to be processed through
National after the trek is complete. Of course, you can "replace"
someone who has paid the $50 deposit to Philmont with someone else
without losing the deposit.
At this time, I believe you are getting ready to pay the first of two
installment payments with one due in October and the other due in March.
Each payment should be 1/2 of the remaining fee. My advice is to not
pay the October payment for anyone who is not sure he/she is going.
Remember that Philmont has a very restrictive refund policy so you will
lose the deposits and payments unless there is a medical condition or
other special circumstance which prohibits someone from attending. Keep
in mind that it is much easier to "add" than "subtract" crew members.
For an explanation of how this works, look at the remittance statement
you are supposed to send in with your October payment.
In summary, as far as financial arrangements are concerned, it is much
easier to "add" members to a crew than to "subtract" members after
payments have been sent to Philmont.
