You can pay for the minimum now, and make up the difference later, but keep
in mind that for an operation the size of Philmont (20,000 visitors each
year), a LOT of budgeting, planning and purchasing needs to be done far in
advance. All the paperwork I got from Philmont this past year encouraged us
to "be realistic"; don't send in money for guys who aren't committed, but
don't underestimate just to delay payments for guys who are a lock to go.

Don't overlook the possibility of picking up guys from neighboring troops to
fill out your crew. We wound up with a crew with scouts from 3 different
troops, and I think that added a lot to our trek. They got to know each
other on our training hikes, and really came together on the trail.
