Under the "old" rules (which, as far as I know are still in) you HAD to pay
for 7. You could add more up until the Day One. I would recommend that you
not wait on "sure things". Go ahead and have them pay the nonrefundable payment
and pay Philmont. Add the rest at, or near, the end. Have a good trek.
