The best way to insure this is to have the slowest hiker in the crew set the
pace. Who is the slowest hiker? In most crews, it will vary day to day and
even hour to hour. The slowest hiker is the one at the back of any gap that
develops - the crew leader (with a heads up from the Advisors, if necessary)
should immediately move that hiker, who obviously is moving slower than
everyone in front of him, to the front of the line so he can set the pace.

The only exception I've run into is a scout with a terrible sense of pace -
when he moves to the front, he slows down even more, for no other reason
than he hikes better when someone is in front pacing him. In that case, put
him second with someone in front with a good sense of pace and who will work
on not developing a gap between him and the slowest scout.
