If they haven't got them already, I would not even suggest individuals buying tents for Philmont unless you "know" they will be get a lot of use afterwards.
Borrow locally for your shakedowns and use the Phil-tents.
Troops with an active backpacking program with their own tents is one thing, having individual crew members invest in tents when they are provided as part of your Philmont fee is entirely different.
Borrowing packs for shakedowns and renting Phil-packs is another way to reduce the cost of equipment. Boots and good rain gear are items they will need to spring for, if they don't have them already. Of course, sizing boots in December for a summer trek might be a challenge with some teenagers...
Finding acceptable quality at an affordable price can be done, but it does take some looking. And no, I don't have any recomendations.
