I would echo another comment, better for the kids to invest in top-notch
raingear than a tent! It rained on us every day in July (sometimes as a
deluge/hailstorm) and the only three consistently dry people were wearing
$100+ rainjackets. That wasn't what they paid, but like was also said,
watch from good gear to go on sale and you can pick up some real deals!!!
I became a strong supporter of Marmot Pre-cip jackets! Part of raingear is
a pack-cover as well. Don't try to make do, we spent probably 50-60% of
our time with raincovers on our packs, so this is not an area on which to
go cheap.... I will tell you, I saw more garbage bags on packs than I
figured I would see this past summer. Even saw a couple of kids using
garbage bags as raingear...gave me shudders as an advisor..... My
recommendation is that you have a raingear session during a slow time at
the local pool. Have everyone wear a darker tee shirt (one that shows the
wet), get them into their raingear and have them stand under the shower
head for at least 5 minutes. Then inspect them for bleed-through. If the
raingear is crummy in the shower, then it is probably going to be REAL
crummy in the first Philmont rain/hail storm.
As to tents, our troop owns and uses Coleman Peak 1 Aries tents for
backpacking. At 5 lbs, 3 oz, they are much lighter than the Philtents. We
have owned them for over 3 years without a hitch. They are still
watertight after only having ONE seam seal treatment at the time of
purchase. They have been to Philmont TWICE, Boundary Waters ONCE and
numerous pre-Philmont backpacks. PLUS, if you buy them at the Coleman
Outlet and show your BSA card, you get them at 20% off! We we ended up
paying about $80 per tent, which is a pretty good deal. They certainly
aren't real roomy (7' 4" by 4' 8", but big enough for two adults plus their
"sleep gear" and hiking boots. The other nice thing about using your own
tents is that your pre-Philmont activities are in the tents you will USE at
Philmont. I still laugh when people ask the question about all the tent
stakes they need to bring for the Philtents. The Peak 1 Aries requires
only 4 stakes, although they provide two extra's to get a little more lift
out of the rainfly.

Our troop used Alps Mystique 2 tents in '03 which worked very well and
we expect to use them again in '05. However, as others have said, have
them spend the money on a good pack and rain gear before you have
individuals buying tents rather than using Phil Tents.
Also, get them to sign up for all the "sale" email lists and be
opportunistic. For example, we were able to get my son a Marmot Precip
jacket (closeout, last year's color) for about $35 by watching for it
on sale - we've got a running list of stuff we keep an eye out for in
case it's on sale or closeout.
